Russian President Vladimir Putin introduced a draft law on constitutional amendments to the State Duma. They relate to improving regulation of certain issues of the organization of public authority.

Among the amendments are restrictions on foreign citizenship or residence permits for officials ensuring the sovereignty and security of the country, senior officials, members of the Federation Council, State Duma, federal ministers, judges, as well as residence in Russia for at least 25 years for presidential candidates and the absence of them of foreign citizenship.

The president also proposes to fix in the Constitution the minimum wage, which cannot be lower than the subsistence level of the working-age population as a whole in Russia, as well as to outline guarantees for the mandatory indexation of pensions, social benefits and other social payments.

In addition, Putin proposes to strengthen the role of the State Duma and parliamentary parties, to introduce into the Constitution the procedure for the appointment of the Prime Minister and his deputies. They are proposed to be appointed to the president after approval by the State Duma. The same procedure is provided for the appointment of heads of ministries. The heads of federal executive bodies and prosecutors in the regions will be appointed after consultation with the Federation Council.

Amend the Constitution Putin suggested in a message to the Federal Assembly. He later explained that change, they do not touch the fundamentals Constitution, and affect the procedure for the appointment of the Prime Minister, his deputies and federal ministers. All-Russian voting on these proposals is planned to be held until 1 May.
