Supporting entrepreneurship in Yakutia entered the list of best practices of the country
The head of Yakutia, Yegor Borisov, took part in a meeting on the full-scale deployment of the National Investment Climate Rating in the constituent entities of the Russian Federation. The meeting in a videoconference mode 24 of September was held by the assistant to the President of the Russian Federation Andrey Belousov, reports the press service of Egor Borisov.
The task of creating a national rating of the investment climate in the regions of Russia was determined by President of the Russian Federation Vladimir Putin at a meeting of the Supervisory Board of the Agency for Strategic Initiatives to Promote New Projects held on November 15 in November 2013, and was reflected in the Letter to the Federal Assembly in the 2013 year.
As was stressed during the meeting, the main task of determining the National Rating in the regions of the country is not so much an assessment of business conditions in the constituent entities of the Russian Federation, as the identification of best regional practices and the creation on their basis of typical solutions for local government bodies.
The developer of the National Rating is ANO Agency for Strategic Initiatives to Promote New Projects. The methodology included 54 indicators in 4 main areas: the regulatory environment, institutions for business, infrastructure and resources, support for small businesses.
The technology of ranking is based on a survey of entrepreneurs, which is conducted in the regions by the All-Russian Center for the Study of Public Opinion (VTsIOM), as well as on the basis of statistical data provided by federal government bodies.
This year, the first "pilot" determination of the National rating of the investment climate in the regions took place. 21 constituent entities of the Russian Federation took part in the pilot study. At the same time, Yakutia became the only region that passed this study on its own initiative.
Based on the results of the "pilot" testing of the National Rating, the results of which were announced in May this year at the St. Petersburg International Economic Forum, Yakutia entered the following groups in the following areas:
“Regulatory environment” - group E (unstable); Business Institutions - Group D (sustainable); “Infrastructure and Resources” - Group C (improving); Small Business Support - Group A (favorable).
According to the generalized results on the integral indicator of the rating, the republic entered the group "IV" of the final rating (14th place). At the same time, in the direction of "Support for small and medium-sized businesses" Yakutia showed one of the highest results and entered the list of best practices for supporting local businesses.
