According to RBC, in Minvostokrazviti the structure of the agency is radically changed, all heads of departments are fired, a representative of the minister for the development of the Far East told RBC. This had to be done after the president set new tasks for the ministry.
Seven departments of eight existing ones have been abolished in Minsk region, all heads of departments have been reduced. Only the department for the management of the affairs of the ministry has remained unchanged, RBC's representative for the development of the Far East told RBC. True, the head of this department also left his post.
“The priority direction in the work of the ministry is the creation of priority development territories (PDA), focused on attracting direct investment. For these territories, there will be a five-year tax vacation for income tax, property tax, mining, as well as a preferential rate of insurance premiums. The task is to implement investment projects in the Far East - quickly, profitably, and safely, ”the minister’s representative explained to RBC the reshuffle in the department. Previously, the ministry was more concerned with state programs, and its activities were based on a sectoral principle.
The development of the Far East, created by OAO Development of the Far East, will create the ABD and provide them with infrastructure. Alexander Osipov, Deputy Minister for Development of the Far East, told earlier about this at a meeting with Vladimir Putin and members of the government. Work with investors should be provided by a professional agency for attracting investments and supporting exports, and the task of finding qualified personnel will be solved by the human capital development agency.
Among the key parameters that are planned to be achieved by 2025, Osipov called doubling the gross regional product, attracting 3,2 trillion rubles. investment, the creation of 150 thousand new jobs in the top and 320 thousand - beyond their borders, the formation of social conditions to increase the population of the Far East.
At the same meeting, the head of the Accounts Chamber, Tatyana Golikova, said that the implementation of programs for the socio-economic development of the Far East and the Kurile Islands was not going well. According to Golikova, programs from the point of view of financial support and the results that were planned in them were not implemented. And those activities that were put in them as the main ones - the development of infrastructure, the construction of fish factories - “remained on paper, and not in real life”. The head of the Accounts Chamber said that while the Ministry of Eastern Development only controls 2,4% of the funds allocated for the programs, “everything else is anyone, but not all of them”. And this does not allow him to fully play the role of coordinator.
