Our response to Stanford

Far Eastern Federal University becomes a Russian and international brand

Our response to Stanford
In the four years that have passed since the summit of the heads of APEC countries in Vladivostok, not only the unique bridges, the Oceanarium, the Maritime Theater Maritime Theater, but also the Far Eastern Federal University (FEFU), located on the picturesque Russky Island, have become the visiting card of the city. Created on the basis of leading universities in Primorsky Krai, he accepted the first students right after the Summit - in September 2012. About what today is the Russian Far East "Stanford", in an interview with the ER told the Acting Rector of the FEFU Nikita Yurievich Anisimov, who took up this post in August 2016.

Nikita Anisimov, 38 years old. In 1998 he graduated with honors Faculty of Mechanics and Mathematics, Moscow State University... In 2002 he defended his thesis for the degree of candidate of physical and mathematical sciences. From 2002 to 2013 he worked at Moscow State University in the following positions: leading specialist, head of department, deputy vice-rector, vice-rector. From 2013 to 2016 - Vice-Rector for Academic Affairs, First Vice-Rector, Acting Rector in University mechanical engineering (MAMI) - now the Moscow Polytechnic University. Since August 18, 2016 has been appointed Acting Rector of the Far Eastern Federal University.

- Nikita Yurievich, FEFU remains in the center of attention of the Russian Government. What tasks does the federal center set for the main university in the region today?
- The leadership of the country sees the work of the FEFU as one of the foundations for the development of the entire Far Eastern region. The mission of the university is to train specialists who will raise the new economy of the Far East, determined by special economic regimes, such as the Free Port and the territories of advanced development. It is important for us that our graduates were not just working hands, but becoming intellectual leaders in business, education and science, creating successful start-ups, their companies.

One of the main purposes of FEFU - do not consider it pathos - to demonstrate and confirm the power and greatness of Russia in the scientific, educational and business space of the Asia-Pacific Region (APR).

- What areas of scientific and educational activities are strategic for the University?
- In February 2016, the Government of Russia approved and approved changes to the FEFU Development Program. In accordance with them, the following priorities were determined for the University: biomedicine, study of the World Ocean, integration into the economic and socio-cultural space of the countries of the Asia-Pacific region. This does not mean that other areas remain out of our attention. For example, the training of specialists for the sphere of high technologies and machine-building is among the priorities. We pay much attention to fundamental sciences, the humanities, and oriental studies. Here, even the predecessors of FEFU - the Far Eastern State University of the USSR and the Eastern Institute of the times of the Russian Empire - have accumulated a wealth of knowledge and traditions.

- Not even half a year has passed since you moved to Vladivostok from Moscow in order to head FEFU. How was the adaptation period? How much different is the new place of work from the previous one - Moscow Polytechnic University (former MAMI), which you also managed?
- Unfortunately or fortunately, I didn’t have time for adaptation. I joined 18 August as FEFU Acting Rector — in fact, two weeks before the beginning of the Second Eastern Economic Forum. He, as is known, is now held annually in FEFU. It was necessary to immediately engage in the preparation of this major event, chaired by Russian President Vladimir Putin. And after the WEF began the school year. He, too, had to be greeted fully armed.

The rapid development of events has made such a busy pace of work for me, in fact, the usual. Probably, the experience of working in a similar position in MAMI positively affected. And more than 20-summer stay in the system of higher education has developed a certain hardening. And the rector's work, as a joke spoke the rector of the Moscow State University, VA. Gardener, everywhere is the same: incoming documents are signed from above, and outgoing from the bottom.

But seriously, I try to observe a certain commandment
Academician S.P. Kapitsa - do not bother to work for good people. And in
Far Eastern Federal University, like in the Moscow Polytechnic, thank God, enough.

- How do you feel about the two-level system of student training "school - department" in comparison with the same three-level "institute - faculty - department". Which is more advantage, in your opinion?
- I do not think that the structure of the university plays a decisive role in its activity. The main thing is content, what the university teaches, and the scientific environment in which teachers and students work and communicate. It is important that the first enthusiastically transferred, and the latter with burning eyes acquired professional knowledge and skills.

Since this academic year, we have launched a new educational model that allows us to synchronize the educational programs of FEFU with the programs of foreign universities - from neighboring countries in the Asia-Pacific region.

By the way, FEFU is the only Russian university that belongs to the Association of leading universities of the Asia-Pacific Region. And our students have the opportunity to visit the countries of the region in the framework of mutual exchange, to study there for a semester or even a year, to acquire linguistic and professional knowledge.

By the way, foreign universities are also very different in structure, which does not prevent them from giving the best training for working in the modern realities of highly competitive leading world economies.

- What is the FEFU student contingent today? From which regions and countries do you go to the University? What directions and educational programs are in demand?
- FEFU today is at the point of its formation, when there is a definite break in the prevailing trends. In its structure it is a mega-university. Just a few years ago it was composed of four independent universities located in the Primorsky Territory. For example, one of the current structural units - the School of Pedagogy (former Ussuriisk State Pedagogical Institute, located one hundred kilometers north of Vladivostok) attracts mainly applicants from Primorye and foreigners who connect their future with teaching activities.

At the same time, many schools and departments attract the best guys from all regions and regions of the Far East, moreover - from the European part of Russia. For example, if five years ago the proportion of students who arrived to study at FEFU from outside Primorye was eleven percent, then this year it is already forty!

Year by year, more and more people in our country and abroad will learn about the Far Eastern Federal University, its enormous educational and scientific opportunities. We make maximum effort for this. The growing popularity is largely due to the fact that the university works on the federal agenda, it has dozens of educational programs, including English ones, and well-known professors from all over the world lecture along with the color of Russian science.

Our strategic goal is to make FEFU a Russian university of world-class level, to which young people from all over the country would come and, after graduation, linked their professional future with the Far East. As the head of a higher education institution, I consider one of my main tasks to be the creation of an integrated support system for teachers and scientists. The professional level of our graduates depends on the quality of their work.

- The applicants from the European part of Russia are not deterred by the idea of a trip to the Far East?
- You know, at the end of November I, among the rectors of other Russian universities, represented FEFU in Yaroslavl at the forum "Future Intellectual Leaders of Russia". I read a one-hour lecture on the Far East, the state policy for the development of the Pacific coast of Russia, and our university. And after that a schoolgirl, a future graduate from Belgorod, came up to me and said: "I want to study chemistry in FEFU". I asked her: "Can you name the main chemist of the Far East?" She answered: "Yes, it's Academician Sergienko (Chairman of the Far Eastern Branch of the RAS)". I'm sure she will be our student next year. And these guys are very many. If you disclose all the beauty, all the power, all the possibilities of the Far East, it will cease to be far for them. And hundreds, if not thousands, will want to connect their youth and subsequent years with our University, Vladivostok, Primorye.

- How accessible is studying in FEFU financially? Are there many budget places?
- Today in the university a total of 19 thousand full-time students are trained, including bachelor's degree, specialty, master's degree. Of these, more than 60 percent - on budgetary places. This is a very high percentage. And the number of budgetary places allocated for FEFU is increasing every year.

- And all the students live on the campus on the island?
- The dormitories of the current campus on Russky Island, until its second phase is introduced, are designed for 10 thousand people. Nonresident students have the preferential right when settling on the campus, the rest, mainly residents of Vladivostok, live in the mainland part of the city. You can get to the island by municipal public transport, someone drives their own car.

The FEFU campus has the most comfortable conditions. A choice of single, double and triple hotel rooms, each with a separate bathroom with a bath. Students' rooms are cleaned regularly. All buildings are designed for accessibility for people with reduced mobility.

All the conditions for a full-fledged life within the campus are provided - there is a network of canteens and cafes, grocery stores, pharmacies, post offices and banks, laundry, atelier and other household facilities.

- Are there many foreign students?
- This year we have 3200 foreigners studying. Approximately 60 percent of them are Chinese citizens. Of the total foreign contingent for various programs of higher education are trained 1600 people. The rest are listeners of various courses, primarily in the Russian language and Russian culture. From year to year the number of foreign students in FEFU is growing, today they represent already 52 countries.

- As far as I know, foreigners are willing to go to FEFU not only to study, but also to teach ...
- Currently, we have 160 foreign teachers on a permanent basis. There is also the category of Visiting Professors, those who come to the University for a short period to read their special courses or conduct master classes. We had 2016 such teachers in 216. By the way, professors from leading universities in Moscow, St. Petersburg and other university centers in Russia also teach at FEFU; corresponding agreements have been concluded with many universities.

- Most of your graduates will have to deal with the East Asian culture of doing business, a special business mentality and management traditions. Does the education process include an "eastern component"?
- This component simply can not help but be. FEFU as the heir of the scientific school that was founded when the Eastern Institute was founded in 1899, through the centuries carried the model of special training of personnel, focused on regional specifics. Today, the structure of the University operates the Center for Asia-Pacific Studies. With its help, our students - as part of the basic educational program - master not only the history and geography of the APR, but also the skills of doing business, negotiations, technological management, project activities in the context of Asian culture. And the learning process is built in such a way that the children simultaneously receive fundamental knowledge and applied skills for a whole range of profile subjects.

- FEFU is the only Russian university with its own branch in Japan, and in Hokkaido Prefecture. What kind of specialists does he prepare, who learns and teaches in it?
- You know, I am very pleased that today there is a perceptible warming in relations between Russia and Japan, in all spheres, including education. By the way, the other day, as part of Vladimir Putin’s December visit to Tokyo, an agreement was signed on the establishment of the Association of Russian and Japanese Universities. This is a very important milestone in the history of interaction between the two countries.

As for the FEFU branch in Hokkaido (in the port city of Hakodate), this is in many ways a symbol of the presence of our University in Japan. In the FEFU branch only about 70 people are trained. Students - yesterday's Japanese schoolchildren. They study Russian language, history and culture of Russia, international relations. Teachers there work as Russians (FEFU staff), and citizens of Japan. The branch of FEFU in Hakodate for more than 20 years is a kind of intellectual and cultural bridge of friendship between our countries. For us this is an important and honorable mission.

- How effective is it possible to interact with the enterprises of the Far Eastern region in terms of training personnel for them? Are there already worked out schemes for such interaction?
- Today, FEFU implements a number of targeted training programs for the benefit of large state structures and employers' companies, both in the engineering and humanitarian fields. Our graduates are in demand at the enterprises of Rosneft, Transneft, the Far East Center for Shipbuilding and Shiprepairing (the structure of the United Shipbuilding Corporation), in the Arsenyev Aviation Company Progress and others.

Interaction with them is built according to the following scheme: the Ministry of Education and Science organizes a competition between universities on the basis of applications of employers for a certain number of specialists. The winner undertakes to train specialists within four to five years within the budgetary places allocated to him for these purposes. Themselves, students from the time of enrollment often already know which company they will work after graduation.

Rarely, but it happens that the employer is dissatisfied with the level of graduate training. This is the field for discussions and developing optimal solutions. One of them is connected with the fact that employers need to involve their specialists more actively in the process of training, participate in the modernization of educational equipment, strive for the most effective organization of student practice at the enterprise. For its part, the University should also present the teaching material so that it corresponds to the modern economic and technical realities.

- What, in your opinion, can be attributed to the most significant for FEFU results of 2016 year. And what are the plans for 2017?
- The main results of the year are: raising the recognition of the University, the FEFU brand in Russia and the world, promoting the university in various international rankings, launching a modern educational model that will synchronize the teaching process in FEFU with the universities of other countries of the APR. And the fact that FEFU began to form as a single collective on the beautiful island of Russian is also a very significant result of the outgoing year.

The plans for the next year are to start the project for the construction of the second phase of the FEFU campus in order to provide in the future the opportunity not only to study but also to live on the Russian Island to the entire 20-thousandth contingent of students, and also, if necessary, to the teachers and staff of the University.

This task is not easy. The process of selling property on the mainland continues, but, contrary to the usual notions, the funds from the sale of buildings do not automatically flow to the construction of the second stage of the campus, but are transferred to the federal budget. We need to have a relevant line in our budget. In the resolution of this issue, a special hope for the Chairman of the Supervisory Board of FEFU, Deputy Prime Minister and Plenipotentiary Representative of the President of Russia in the Far East, Yury Petrovich Trutnev, Deputy Prime Minister Olga Yurievna Golodets, Head of Minsk Vostok Alexander Galushku, Education and Science Minister Olga Yuryevna Vasilyeva. With these people, I, as the head of the university, have the honor of directly communicating and solving the issues of the development of FEFU. They are genuinely interested in creating an effective education system in the Russian Far East. The core of this system is already today the Far Eastern Federal University, but ahead of us there is a great and extremely interesting joint work ahead of us.

Far Eastern Federal University conducts its history from the Eastern Institute (1899 year) - the first university in the Russian Far East. In its current form was created by the Decree of the President of Russia from 21 October 2009 on the basis of four universities - the Far Eastern State University (FENU), the Far Eastern State Technical University (FEFU), the Pacific State Economic University (TSUE), the Ussuriisk State Pedagogical Institute (UGPI). Today, FEFU is stationed on Russky Island, which is administratively part of Vladivostok, and geographically separated from the mainland by the Eastern Bosporus Strait. In 2012, the island and the mainland were connected by a cable bridge, the construction of which was timed to coincide with the Summit of the heads of the countries of the Asia-Pacific Economic Cooperation.
