Khabarovsk is on the rise

As in the Far East, thanks to the administrative support of the authorities of the Khabarovsk Territory, a workshop for assembling PALFINGER truck cranes

A unique for the Far East car assembly project started this summer in Khabarovsk. The engineering and technical center “Lifting transport mechanisms” decided to grow from a simple service center of crane-manipulators to a manufacturer of a crane truck based on the KAMAZ chassis. The company has chosen the distributor PALFINGER SANY, a high-quality product of the two largest crane manufacturers from Austria and China, as the equipment partner. The first large order came out difficult - the manufacturer has to actually remake cars for the installation of cranes that will work in the North, at the Power of Siberia fields, and do so in extremely tight deadlines. However, thanks to the support of the state, everything will turn out, and the prospects for the development of the Far East are such that the local market will only grow, the investor is sure.

In the local market of special machinery, the group of companies "Engineering and Technology Center" Lifting and transport mechanisms "(ITC PTP) has been working for a long time, says its owner Yuri Kolbin. The workshops and warehouses of the enterprise are located in the industrial zone of Khabarovsk, but on the maintenance of specialists - machinery from all over the Far East. It is believed that this is the best service center for crane-manipulator plants (CMU) in the region. This brings the crane equipment of Russian and foreign production, used at construction sites and other facilities, for repair and diagnostics. Here it passes maintenance and retrofitting. It is the last direction of business ITC PTP in the end and has turned into a unique project - so far the first such for the Russian Far East.

The company has long-standing partnerships with structures representing in Russia the products of the Austrian industrial giant PALFINGER AG - the leader in the global market of loader cranes, says Yuri Kolbin. “This is a very strong and high-tech company, its products occupy most of the global market. PALFINGER is strong in the production of hydraulic CMUs, although it does classic cable, ”he explains. For many years ITC PTP has been servicing PALFINGER equipment in the Far East, and has a certificate for installing the manufacturer’s CMU on various chassis. For several years, the company had another partner - a joint venture of PALFINGER and SANY, the largest Chinese privately owned manufacturer of crane systems. The synergy of two well-known brands made it possible to create a qualitatively new crane products - especially for Russian conditions.

Reference. In 2011, the PALFINGER holding bought the Russian factory of crane-manipulators JSC INMAN, investing in the creation of new capacities in the city of Ishimbay. The company produces several series of CMUs capable of operating in temperature conditions from -40 to + 40 S. Consumers of the products are companies of the oil and gas complex, housing and public utilities, Russian Railways, road-building organizations, the Ministry of Emergency Situations, the Ministry of Defense. There are only two major manufacturers of domestic brands in Russia: Galichsky Truck Crane Plant (Galician) and Klintsy Truck Crane Plant (Klintsy), which are part of one holding. Small volumes are also produced by AO Chelyabinsk Mechanical Plant (Chelyabinsk). In 2012, PALFINGER created a joint venture PALFINGER SANY Cranes LLC (50% of the capital is owned by Austrian and Chinese manufacturers). The joint venture is engaged in the distribution of equipment adapted to Russian conditions in Russia and the CIS.

According to Yuri Kolbin, PALFINGER SANY Cranes recorded an increase in demand for cranes in the central part of Russia, after which it began to study the market of the Far East. And the market is specific, continues Mr. Kolbin: for example, in the region do not like low cranes on special chassis, under which you need to carefully level the construction sites. At the same time, the PALFINGER SANY products, which are put on the KAMAZ chassis, are significantly superior in quality to the domestic one, but at a price close to it.

This made it possible to receive the first large order for the installation of the KMU PALFINGER in Khabarovsk: 35 machines for work in Yakutia, at the Chayandinsky field, and in the Irkutsk region, at the Kovykta field, was ordered by JSC Stroytransgaz, one of the largest contractors at Gazprom facilities. Gas will come from the fields, which will have to fill the Power of Siberia gas pipeline, the main infrastructure project of Gazprom in the coming years. It is supposed to supply Yakut and Irkutsk gas to the Russian Primorye and countries of the Asia-Pacific region, including China, through the system with a length of about 3 thousand km. Construction is in full swing: in June of this year, Gazprom has already built more than 770 km of the pipeline. The end point of the Power of Siberia should be a docking with the existing Sakhalin-Khabarovsk-Vladivostok gas pipeline, an intermediate point should be the site in the Amur Region, where Gazprom began to build the Amur Gas Processing Plant (GPP) this summer.

"The fact that we received such an order for the Far East, of course, I'm proud. I hope that we will justify our trust and develop production. So far, we are certified for the installation of 25-ton machines - the most in demand. But plans for the entire line, and 32-tonne, and 40-ton, for the future, too. There are plans for 50-toners, although for this you need to develop, move on, "- says Yuri Kolbin.

ITC PTP has already managed to assemble the first small batch of cranes, also on the basis of KamAZ, having developed the technology. The first car has already gone to the customer in Yakutia, three more - for sale. However, the new order for Stroytransgaz will be difficult to fulfill, recognizes Yuri Kolbin. “35 installations need to be installed on machines with a shorter base than they were for the first batch. In addition, the project was originally designed for non-four-wheel drive vehicles, which have two bridges. And we need cars with three bridges. Accordingly, will navigate along the way. Power will be on the limit. Let's start working, probably, in two shifts and on weekends. The order must be completed by the end of September, ”he says. When the assembly is completed, the self-propelled cranes will go to the work site.

The first assembled truck cranes, notes Yuri Kolbin, helped ITC PTP identify and overcome important problems. For example, the control and supervisory authorities in Khabarovsk for the first time faced the fact that new vehicles were assembled in the territory under their jurisdiction. Since Soviet times, planes, warships, and civilian vessels have been assembled in the region, but cars have not yet been accounted for.

At that moment, the company was supported by the ANO Agency for Investments and Development of Khabarovsk Krai, an organization that is subordinate to the regional government, whose task is to help the initiators of investment projects on any emerging issues. The supervisory board of the agency is headed by the governor of the Khabarovsk Territory Vyacheslav Shport. Having, on the one hand, the status of a "single window" for investors, and on the other - a powerful administrative resource of the founder, the government of the province, the agency is able to organize support for escorted projects in any state structure.

“The technology from our workshop is new: the connection of the crane installation and KamAZ,” explains Yuri Kolbin. - According to the Russian legislation, it is necessary to draw up a vehicle passport (PTS) - this is the main document in which the basic characteristics of the vehicle are recorded, and then marks are made about the owners. It is impossible to sell a car and put it on record, having received a license plate. Previously, in the Khabarovsk Territory, not a single truck crane was created - in general, not a single car was created. Naturally, the traffic police department had a question: a new procedure, never applied. Only due to the connection of the Agency for Investment and Development of the Khabarovsk Territory, which, through government structures, went directly to the head of the UGIBDD, the first TCP was issued as soon as possible. Moreover, after equipping a special room with an iron door and a safe, we were allowed to issue PTS forms right at the enterprise. How important it is for us as a manufacturer in terms of fulfilling a large and urgent order, when on the account literally every day - I think there is no need to explain. ”

In the industrial zone of Khabarovsk, ITC PTP has its own production area with a large workshop, which managed to be built before the global financial and economic crisis. The head of the repair base, Sergei Tyulenev, proudly hosts guests in a building filled with a business rumble: eight KAMAZ trucks arrived from Khabarovsk KAMAZ center to install the crane plants. The cars are already equipped with a "winter package", since they are going to work in the northern territories: all pipelines, oil tanks, accumulators, a cabin are insulated, and the windows are heated. Separately, the cabin of the crane operator with a separate heater is insulated.

The oil in the trucks themselves and in the crane hydraulic systems installed on them can be poured over the usual, but only with good additives - it will keep the working viscosity up to -50 degrees. However, in order to prevent the systems from freezing at night, during idle times, heating tanks are installed in the hydraulic tanks - otherwise the pipes may “tear”. However, the PALFINGER equipment, the manufacturer assures, has a huge margin of strength. For eight of these machines, operated in Tobolsk, in the cold to -47 C, the repair case occurred so far only once - the hose on the outrigger broke. But this would not have happened if the equipment had been operated within the limits of the guaranteed temperature - not lower than –40 C.

In the ITC PTP shop, the KamAZ trucks arrived, despite the improvement at the local center, still have to be recycled. "The first cranes were put on long-base cars, and seemed to have adapted. Now we are being restructured, because these cars, which the customer needs, have a shorter base. And the design is different, even rivets are not in those places, we have to make new fasteners. Spare wheels need to be remounted, carry tanks and receivers. For silencers there is no space: it will take them to the top. Sometimes you have to quickly purchase the details. We disassemble, modernize the initial cardan. All these alterations - up to half the time of installation, "- says Sergei Tyulenev.

Given the complexity of the work, the Khabarovsk enterprise has to design a technology for the project. The assembly of the key nodes of the ITC PTP was provided by the Moscow partner - earlier similar to the CMU, however, for another type of chassis, were assembled in the Moscow suburbs. Its technological documentation is also available from the Chinese manufacturer. But due to the required processing, the documentation has to be supplemented, for which the company has its own technologist. Also in the workshop are representatives of SANNY, who on the spot find out how to finalize the project for a specific order ITC PTP. "This is necessary if you put the assembly on the flow and speed up the assembly processes. And we will inevitably have to expand, it means - to receive and train new people. Now we will work out a new technological map, write down all the stages in time and features, up to what keys for each operation are needed. Then the new employees will simply join the work, "- emphasizes Sergei Tyulenev.

It is noteworthy that the ITC PTP order has already given work to several more Khabarovsk companies. One of the enterprises produces tenes for hydraulic tanks, the other - plates for the VIN-numbers of crane installations, which they assign at the time of assembly. The company is also thinking whether to outsource all the turning work to the local market, although they are doing the turning work themselves. “We also make stickers: the package includes a sticker with the SANY brand, not a PALFINGER label. They even thought about whether to make their brand, for example, Amurchanin. But this is all under discussion. Maybe the contest will be announced for the best name, ”says the representative of the company.

KMU kits come to the enterprise through the Vladivostok port in 40-foot containers. To mount a crane manipulator on the prepared chassis, you need to carry out a lot of shifts, including supplementing electrical systems - the CMU is controlled by a crane operator from its cabin, but the driver can also muffle the installation. According to Sergei Tulenev, now in the assembly involved 14 employees working for 12 hours - from 8 to 20. At the moment the shop can produce four truck cranes per week. Under the terms of the contract with Stroytransgaz, 5 September, the first 16 of ready-made machines must leave to the place of operation. Now the build process is about midway.

"We are the service center of domestic analogues, 25-ton cranes of the brands" Klintsy "and" Galichanin ": here stands the first, here is the second one," the head of the repair base shows in the parking lot in front of the workshop. - On warranty issues, all equipment is brought to us. Frankly, our cars are far from PALFINGER SANY. Earth and sky. Most importantly, in domestic CMU there is one hydraulic pump for all operations. And you need, for example, to combine two operations: turn and raise simultaneously. Our tap can not - there is not enough pressure, it starts to twitch. In PALFINGER SANY the pump is also one, but - three-section. The three sections work on different operations, hence the smoothness of the uplift and the course. "

The products of the joint Austro-Chinese enterprise, continues Sergei Tyulenev, have wider supports than those of Klintsy and Galician, and this is sustainability and safety of work. “The arrow at PALFINGER SANY is being advanced by 32 m. Russian counterparts cannot push an arrow into the horizon at such a distance — it’s just not enough support,” he continues. At the same time, the assembled ITC PTP 25-toner has already laid the possibility for increasing the carrying capacity to the next category - up to 32 tons. “A powerful frame, turning parts, a good modern V-shaped arrow - such an arrow will not“ tear ”. And what for the crane boom? High-quality welders are needed for its repair, ”says Sergey Tyulenev.

Due to the fall of the ruble exchange rate in 2015, new foreign cranes became inaccessible. And there is a need for 25 toners on the market. Used Japanese machinery works on 20-30 years, shows itself worthy. But due to the crisis, “Japanese”, “Germans” and the rest are no longer procured. There is no particular choice among Russian manufacturers. Therefore, PALFINGER SANY, seemingly having analogs, no longer has any competitors, I'm sure Sergey Tyulenev.

"The machine is obtained on our base, reliable. Any crane operator, who worked on the domestic truck crane, will understand this technique. The management is intuitive, with a graphical interface, "say representatives of ITC PTP. The assembled in Khabarovsk crane plant will be distributed 10-year manufacturer's warranty. And if in the near future, as expected, the customer will also purchase self-propelled 40-ton cranes PALFINGER, which will also need to be serviced, shortly to the North can go whole traveling brigades - to teach people the nuances of working with new equipment and monitor its condition.

Prospects for the development of the Khabarovsk project are associated with large-scale infrastructure construction projects that continue in the Far East, says Yuri Gorpinich, CEO of PALFINGER SANY Cranes LLC. “Both our client and many other large companies are already beginning to enter into contracts for the construction of the Amur GPP of Gazprom. And these are large volumes up to the 2025 year. Therefore, there is interest in the Khabarovsk site. September 15 here, at the ITC PTP complex, should come, for example, representatives of the company "Velesstroy" - is a major subcontractor of Transneft objects. There are a lot of projects, and localization in Khabarovsk makes it much easier for customers. We need to show the car assembly face, "- says Yuri Gorpinich.

According to him, PALFINGER SANY no longer has assembly facilities in the Urals. And the assembly operating in the Pskov region can satisfy the needs of customers located only up to Western Siberia. Anything east will be the responsibility of ITC PTP. “To Irkutsk and Krasnoyarsk, the Khabarovsk project may well close the market, further - delivery from the Far East becomes too complicated,” he specifies. Prospects for the expansion of the model range in Khabarovsk are not bad, but it will be carried out “step by step”, emphasizes the top manager: first on 32-tonics, then on more load-lifting cranes.

"There is no direct competition with Asian producers," explains Yuri Gorpinich. - We compete only with Russian brands - "Galichanin" and "Klintsy". Other Asian manufacturers, for example, Chinese XCMG and Zoomilon, have not yet brought such a product to the Russian market. Zoomilon makes attempts to install in Belarus, and XCMG does not even make it yet. We will never take much of the market. The product line is limited: if 25-tonnik, then with arrows 32 meters, whereas Russian plants offer arrows from 21 meter. Clearly, the shorter the boom, the machine is cheaper. Many high-performance cranes are not needed. These machines are good for installation work. If you just need loading and unloading, people will buy the cheapest options: Chelyabinets, Klintsy, Galychin, "says the representative of the distributor.

At the same time, PALFINGER SANY Cranes LLC intends to orient the Far Eastern partner to the domestic market. "Sales to Europe come from the Austrian office, they order add-ons with subsequent installation through dealers in the field. In the Asia-Pacific region they work on other chassis, not on off-road or highway "KamAZ". SANY delivers large volumes of CMU to India, but there they mount the cranes themselves. In Kazakhstan, KamAZ has its own assembly production, crane superstructures put in the same place, "he explains. "Our aim is Kamchatka, Sakhalin, Vladivostok, the Jewish Autonomous Region," says the head of PALFINGER SANY Cranes.

Everyone understands, says Sergey Baushev, director of the non-profit organization “Agency for Investment and Development of the Khabarovsk Territory”, that “everyone is in priority now, and everyone should work to improve the investment climate in the region”. “Only then the project initiator will think about a strategic partnership with the region. PALFINGER is already preparing for the next large order. For this it is necessary to expand the shop, but there is no additional space at the existing site. Together with our agency, the investor is studying the advantages of locating production in the territory of advanced socio-economic development “Khabarovsk”, says the director of the investment agency. - Our task: to choose a site, a specific land plot with infrastructure, to help the investor in communications with the management companies of TASED. And as a result - “land” the project in the territory of advanced development ”.
