The second initiative involves the allocation from the federal budget to the budgets of the subjects of the FEFD targeted subsidies for co-financing in the regions of “programs of people-saving”. In order to receive funding, the subjects will have to “conduct a factor analysis of the causes of mortality and migration outflow throughout the region (in terms of human settlements), identify the main factors causing a decrease in population, and develop an effective set of measures to solve the identified problems”, the proposals state Vostokgsplan.
